HAPPY SLAP!!!!

I found this news on ABC website . I first predicted the meaning of (Happy slapping) as the kidding that we have with our friends or intimate mates, which well-nigh  describes a little slap or (prank) to shock the victim while a third person filming the incident. But what the news talked about was something else, it meant recording a crime not a mere joke or stupid spoof. However, I still having trouble composing the two words to carry this cruel action. How we name this crime (happy)!!! Honestly after going through the news ,for second time I came across this term I unconsciously read it (Unhappy slapping), which most likely deserves this reading

Victoria’s Law Reform Commission has called for a new law to crack down on so-called happy slapping assaults.

The phrase describes when someone attacks an unsuspecting victim while an accomplice films the incident.

In some cases the attack can be a slap, punch or hit to the victim without serious injury, but other cases can involve sexual assault, rape and other forms of serious violence.

In a report to State Parliament, the commission cites an example in 2007 in which a group of young people in Victoria lured a teenage girl to park and sexually assaulted her, set fire to her hair and urinated on her.

The commission has called for a new offence to make it illegal to intimidate, demean or harass a person through surveillance.

It also found current laws on the use of surveillance devices are unclear and outdated and are not being enforced.

The commission has called for the appointment of an independent regulator to oversee the responsible use of surveillance devices.

In 2007 France outlawed happy slapping, which means only journalists may film and post real violence on the internet.

Offenders in France face a five-year jail sentence.
